It could be a leak in the power steering pump or the fluid level could be low. If the fluid level is left this way for too long it can damage the whole power steering system.
Goin diggin here for old threads, just found my 06 has a steering leak on what appears to be the return line on top of the box at the hose clamp. The hose clamp looks like one of the simple, spring ones you find on lawnmower fuel lines, not a good worm gear unit, so I could probably stop the leak by putting an actual hose clamp on it.

I removed the steering box and discovered that a small check valve in the inlet port was damaged. it was jammed together and broken in 3 pieces blocking the flow.
